There are twenty-seven independent special districts and seven dependent special districts located in Orange County. These districts provide key municipal services that include water, wastewater, library, parks and recreation, and others. Spheres of Influence
Guiding Municipal Boundaries in Orange County
In accordance with State law, OC LAFCO is required to establish a “sphere of influence” for the 34 cities and 34 dependent and independent special districts that provide key municipal services within Orange County. The sphere of influence defines the probable physical boundaries and service area of a city and special district and is a tool used by the Commission when reviewing applications for changes of organization and reorganization.
