Governance comprised of county, city, special district and at-large public members. OC LAFCO is governed by a seven-member board, including four members serving as alternates. Commissioners are appointed to four-year terms that expire on June 30 in the year in which the term of the member expires.

County

With approximately 3.1 million residents, Orange County is the third most populous county in California and sixth in the United States. To date OC LAFCO has approved the annexation of over 50 unincorporated areas to adjacent cities.

Cities

There are 34 cities within Orange County ranging in approximate population between 5,790 and 328,580. OC LAFCO has approved the incorporation of nine cities since its inception.

Special Districts

Within the Commission’s purview, there are 34 independent and dependent districts that provide key services to Orange County residents that include: cemetery, library, mosquito and vector control, parks and recreation, solid waste, stormwater protection, water, and wastewater services. OC LAFCO has approved multiple changes of organization and reorganization involving special districts.
