There are several large unincorporated communities located in the southern region of Orange County. Located within the Fifth Supervisorial District, these areas include the inhabited communities of Coto de Caza, Ladera Ranch, Las Flores, Stonecliffe, Wagon Wheel and the developing Rancho Mission Viejo area. For more than 20 years, Orange LAFCO has provided leadership on discussions involving future governance for these areas that may present opportunities to improve the efficiency and cost-effective delivery of services to these communities.

The most recent discussion on future governance involving this region began in 2013 and resulted in the “South Orange County Governance Visioning Process Report.” The report represents a building block for future discussions regarding municipal governance for the region and provides a historical background of these large inhabited and developing communities. Today, South Orange County governance continues as a key priority for the Commission.
