Orange LAFCO is governed by an 11-member board comprised of representatives from the county, cities, special districts and public. The term for all member seats is four years, and there are no term limits.

State law provides that LAFCO Commissioners must exercise independent judgment and represent the interests of the public as a whole in furthering the purposes of the Commission and not solely the interests of their appointing authority. State law provides for the following appointment of Orange LAFCO members:

  1. County

    Two Regular and one Alternate County members are appointed annually by the Board of Supervisors.

  2. Cities

    Two Regular and one Alternate City members are appointed by the City Selection Committee comprised of the 34 City Mayors.

  3. Special Districts

    Two Regular and one Alternate Special District members are appointed by the Special District Selection Committee comprised of the Board Presidents of the 27 independent special districts.

  4. Public

    One Regular and one Alternate at-large members are appointed by the Commission.
