Welcome to Orange County LAFCO’s Unincorporated Islands Webpage!
We hope you find this to be a useful “go to” resource for learning more about Orange County’s unincorporated islands and LAFCO’s ongoing, collaborative efforts with cities, local agencies and residents to transition unincorporated islands into “whole and healthy” communities with services and infrastructure consistent with surrounding cities.
Initiated in June 2000, the Unincorporated Islands Program has resulted in the successful annexation of 40 unincorporated islands. Despite the Program’s success, there is much work to be done. This webpage provides updated island location maps, island site photos and updated 2010 Census demographic and service data. In addition, for many of the small islands (under 150 acres in size), a preliminary fiscal analysis has been included which outlines potential strategies for serving islands that could offer fiscal benefits for both the County and the annexing cities over the long-term.
To get started, click on “islands” link below to access the county-wide islands map and island-specific demographic and service data. In addition, there is information on legislation impacting unincorporated island annexations, an inventory of successful island annexations, an inventory of island annexation opportunities, and an explanation of how property taxes are divided between cities and the County when annexations occur.
