Joint Powers Authority

Effective January 1, 2017, Senate Bill No. 1266 amended the current Joint Exercise Powers Act by requiring Joint Power Authorities (JPAs) to file a copy of the full text of its agreement, and any amendments made to the agreement with the local LAFCO in which the JPA is providing its services. JPAs that fail to submit their agreements will be prohibited from issuing bonds or incurring indebtedness of any kind.  The new requirement set by SB 1266 apply to JPAs that;
