Welcome to the Municipal Water
Background Information On November 14, 2007, the Orange County Local Agency Formation Commission (LAFCO) approved the Municipal Service Review (MSR 06-38) and Sphere of Influence (SOI 07-04) for the Municipal Water District of Orange County (MWDOC) and directed staff to develop a scope, budget, and schedule for funding a Governance Options Study. On February 13, 2008, LAFCO approved the Draft Scope of Study for the MWDOC Governance Study. On June 23, 2008, LAFCO approved a contract with Winzler & Kelly to conduct the study under LAFCO's direction. The initial stakeholder meeting was held on September 9, 2008, where the timeline and governance alternatives were discussed. MWDOC Governance Study - Initial Stakeholder Meeting On September 9, 2008, Orange County LAFCO staff held the first MWDOC Governance Study Kick-Off Meeting. The stakeholder meeting provided introductions for the LAFCO staff and Winzler & Kelly team as well as Special District and City representatives. Executive Officer Joyce Crosthwaite and affiliates from Winzler & Kelly described the study process, governance options highlighted in the Municipal Service Review, and sough input from the stakeholders present in regards to the governance options listed. MWDOC Governance Study - Second Stakeholder Meeting On October 22, 2008, Orange LAFCO staff held the second MWDOC Governance Study Meeting. The stakeholder meeting explored the possible governance options which would be examined financially later as part of the study. Executive Officer Joyce Crosthwaite and repsentatives from Winzler & Kelly described which governance options were feasible and which would be dropped from further observation. The stakeholders and representatives agreed to have five goverance options proceed to the next stage and be examined financially. MWDOC Governance Study - Third Stakeholder Meeting On February 18, 2009, Orange County LAFCO staff held the third MWDOC Governance Study Meeting. The stakeholder meeting illustrated an overview of the preliminary financial analysis. Executive Officer Crosthwaite and consultants described the alternatives brought forward from the Governance Structure Options Report and explained how these alternatives were developed as part of the financial analysis. Consultants also presented information in regards to the structure of the report and the results. MWDOC Governance Study - Fourth Stakeholder Meeting On May 6, 2009, Orange County LAFCO staff held the fourth MWDOC Governance Study Meeting. The stakeholder meeting discussed an overview of the legal analysis in the third and final technical report. Executive Officer Crosthwaite and consultants described the feasible alternatives left after examinations from the Governance Structure Options and Preliminary Financial Analysis Reports. The complete draft version of the MWDOC Governance Study was distributed for stakeholder comments and review. MWDOC Governance Study - Fifth Stakeholder Meeting On August 10, 2009, Orange County LAFCO staff held the fifth and final MWDOC Governance Study Meeting. The stakeholder meeting allowed the affected agencies to communicate among one another in regards to the final report conclusions. Certain components in the report were discussed with the stakeholders and LAFCO team, mostly clarifications on data-related assumptions used in the study.
