Service Reviews
The Orange County Local Agency Formation Commission (LAFCO) is required to conduct Municipal Service Reviews (MSRs) for all cities and special districts located within the County of Orange. MSRs are a new mandate from the state legislature requiring LAFCOs to look at future growth and how our local agencies are planning for that growth within our municipal services and infrastructure systems (Government Code §56430).
Orange County LAFCO has designed a collective, stakeholder-driven process that is a unique approach to the state mandated MSR program. This process provides an opportunity for stakeholders to demonstrate vision and collaborative leadership in tackling important growth-focused issues. OC LAFCO is pleased to announce that it has completed its first round of MSRs (for 34 cities and 28 special districts). The next round of MSRs is scheduled to begin in January 2008.
The final MSR reports for the 2003-2007 cycle approved by the Commission are available below. The next cycle (2008-2012) began in January 2008.
