Background

For the past several years, a focus of the Orange County Local Agency Formation Commission has been the transition of unincorporated territory to municipal jurisdictions.  At the August 13, 2008 Strategic Planning Session, the Orange County Local Agency Formation Commission revived the effort to annex unincorporated county islands as one of its top priority through the adoption of the Unincorporated Islands Incentive Program.

The Unincorporated Islands Incentive Program was developed to offer incentives (i.e. waiver application fees, expedited processing of applications) to cities for a period of two years (2008-2010) beginning in September 2008.

Stakeholder Plan

Under the Commission’s directive, staff has developed a “stakeholder plan” for the countywide annexation of the remaining unincorporated islands.  The goal of the proposed plan is to move the annexation of the remaining 38 unincorporated islands forward.  The plan includes a work plan that incorporates tasks, deliverables, staffing resources, and an anticipated timeline for the successful transitioning of areas to adjacent cities.  The plan also takes into account that the challenges and/or issues for each area may vary and has to be addressed individually.  As in past efforts, the stakeholder plan will require a collaborative effort involving OC LAFCO, the County of Orange, and appropriate cities.
